Senate rejects bill to avert shutdown

The Senate has rejected a bill that would prevent a government shutdown this Friday, voting 45-55, short of the 60 votes the measure needed to advance. Democrats followed through on their threat to block the bill because it didn't include money for Flint, Michigan, though lawmakers were continuing discussions to try and resolve the impasse.
